ABERTURA DE INSCRIÇÕES AO CONCURSO PÚBLICO DE TÍTULOS E PROVAS VISANDO O PROVIMENTO DE 1 CARGO DE PROFESSOR DOUTOR NO DEPARTAMENTO DE FARMACOLOGIA DO INSTITUTO DE CIÊNCIAS BIOMÉDICAS DA UNIVERSIDADE DE SÃO PAULO.

 

O Diretor do Instituto de Ciências Biomédicas da Universidade de São Paulo torna público a todos os interessados que, de acordo com o decidido pela Congregação em sessão ordinária realizada em 25 de fevereiro de 2026, estarão abertas, pelo prazo de 90 dias, com início às 08:00 horas (horário de Brasília) do dia 20 de março de 2026 e término às 17:00 horas (horário de Brasília) do dia 17 de junho de 2026, as inscrições ao concurso público de títulos e provas para provimento de 1 cargo de Professor Doutor, referência MS-3, em Regime de Dedicação Exclusiva (RDIDP), claro/cargo nº 1263366, com o salário de R$ 16.353,01 (dezesseis mil, trezentos e cinquenta e três reais e um centavo), mês de referência: maio de 2025, junto ao Departamento de Farmacologia, na área de conhecimento Farmacologia Integrativa, nos termos do art. 125 do Regimento Geral da USP, e o respectivo programa que segue:

1. Fundamentos de farmacocinética na homeostase e na doença: análise das mudanças nos processos farmacocinéticos — vias de administração, absorção, distribuição, biotransformação e excreção de fármacos — tanto no contexto da variação fisiológica (dentro do esperado, incluindo mecanismos adaptativos) quanto no das alterações patológicas (quando os limites normais são ultrapassados e indicam disfunção ou doença) modulam a farmacocinética e impactam a resposta terapêutica.
2. Farmacodinâmica e farmacologia molecular em redes biológicas: dinâmica de interação entre fármacos e seus receptores, compreendida não como um efeito linear isolado, mas no contexto de redes moleculares e celulares interconectadas. Devem ser explorados os mecanismos moleculares de ação de fármacos, as interações fármaco-receptor, os desfechos celulares e teciduais, bem como os efeitos distantes do alvo principal, considerando que os fármacos podem desencadear rearranjos em diferentes compartimentos orgânicos. A análise deve contemplar tanto as situações de variação fisiológica (processos adaptativos e compensatórios) quanto as de alterações patológicas (em que tais mecanismos falham ou se tornam disfuncionais).
3. Modulação farmacológica da atividade do sistema nervoso parassimpático em suas funções autônomas e em sua regulação central: farmacologia da transmissão colinérgica parassimpática em diferentes sistemas. A discussão deve contemplar tanto as condições de variação fisiológica normal e adaptativa quanto as alterações patológicas que comprometem ou exacerbam a função parassimpática.
4. Modulação farmacológica do sistema nervoso simpático/adrenérgico e suas interfaces com o estresse, o metabolismo e a inflamação: farmacologia adrenérgica aplicada ao sistema nervoso autônomo simpático em diferentes sistemas. O enfoque é compreender como fármacos que modulam receptores adrenérgicos influenciam tanto a manutenção da homeostase quanto os ajustes adaptativos frente ao estresse e a desafios ambientais, incluindo os quadros em que há disfunção patológica do sistema simpático/adrenérgico (ex.: hipertensão, insuficiência cardíaca, distúrbios metabólicos e inflamatórios).
5. Farmacologia do tratamento da hipertensão arterial: integração neurovascular e renal: mecanismos de ação dos fármacos anti-hipertensivos no contexto dos eixos integrativos que regulam a pressão arterial, incluindo o SNA, sistema renina-angiotensina-aldosterona e os circuitos de controle neural central e periférico da pressão arterial. O enfoque está em compreender como diferentes classes farmacológicas interagem com esses sistemas para restaurar a homeostase e corrigir disfunções patológicas.
6. Farmacologia do tratamento do diabetes e de suas complicações sistêmicas: mecanismos de ação dos fármacos antidiabéticos e suas repercussões integrativas sobre o metabolismo glicídico e lipídico, sistema cardiovascular e processos inflamatórios crônicos. Deve-se enfatizar que a farmacologia do diabetes vai além do controle glicêmico, atuando na prevenção e no manejo das complicações sistêmicas associadas à doença.
7. Farmacologia dos anti-inflamatórios não esteroides (AINEs) e suas ações em redes biológicas: farmacologia dos AINEs, incluindo a seletividade para COX-1/COX-2, seus efeitos funcionais sistêmicos e os riscos associados (gastrintestinais, renais, cardiovasculares e gestacionais). A discussão deve enfatizar a atuação dos AINEs em múltiplos sistemas interconectados, destacando como a inibição das prostaglandinas impacta diferentes eixos fisiopatológicos.
8. Farmacologia do sistema digestório e do eixo intestino-cérebro: farmacologia dos fármacos que regulam motilidade e secreção gastrintestinal, bem como suas potenciais implicações neuroimunes e comportamentais no contexto das alterações da variação fisiológica normal e adaptativa e em situações de alterações patológicas que afetam a homeostase digestiva e sistêmica.
9. Farmacologia dos analgésicos opioides: da modulação da dor à supressão respiratória: ação dos opioides em mecanismos centrais e periféricos, incluindo a modulação da dor, os riscos de supressão respiratória e a interação com os circuitos autônomos. Devem ser discutidos fenômenos de tolerância, dependência e adaptação neurobiológica, destacando como a farmacologia dos opioides impacta diferentes níveis da regulação fisiológica e patológica.
10. Ansiolíticos e hipnóticos: mecanismos integrativos no controle do sono e da ansiedade: farmacologia dos ansiolíticos e hipnóticos, com ênfase em seus mecanismos de ação GABAérgicos, serotoninérgicos e moduladores da excitabilidade neuronal. Deve-se discutir como esses fármacos interagem com os sistemas de excitação e inibição do SNC, influenciando tanto os circuitos do sono quanto os de regulação da ansiedade, no contexto de homeostase fisiológica e de alterações patológicas.
11. Farmacologia dos antidepressivos: regulação do humor e neuroplasticidade: mecanismos de ação dos antidepressivos no contexto da modulação monoaminérgica, explorando sua interação com os eixos de estresse, neurogênese, inflamação e comportamento. A ênfase está em compreender como esses fármacos influenciam processos de variação fisiológica normal e adaptativa e como atuam em condições de alterações patológicas, nas quais a regulação do humor e a plasticidade neural estão comprometidas.
12. Antineoplásicos: mecanismos de ação e toxicidade sistêmica: farmacologia dos antineoplásicos, incluindo quimioterápicos citotóxicos, terapias-alvo dirigidas e imunoterapias. O enfoque está em compreender os mecanismos de ação dessas classes de fármacos e seus efeitos sobre a homeostase de órgãos e sistemas, bem como discutir os principais perfis de toxicidade sistêmica decorrentes do tratamento.
13. Farmacologia dos antibacterianos: ação farmacológica e impacto no microbioma: principais classes de antibacterianos e seus mecanismos de ação, bem como os fenômenos de resistência bacteriana e as estratégias de uso racional desses medicamentos. Deve-se enfatizar o impacto dos antibacterianos sobre o microbioma humano e as consequências da disbiose para a homeostase sistêmica e o desenvolvimento de comorbidades.
14. Farmacologia dos antivirais: mecanismos de ação e alvos terapêuticos dos antivirais, incluindo aspectos de resistência e usos clínicos no tratamento de infecções virais agudas e crônicas. Deve-se enfatizar a integração entre a farmacologia antiviral e a resposta imunológica (inata e adaptativa, celular e humoral), bem como as implicações para o manejo clínico e o desenvolvimento de novos agentes antivirais.
15. Farmacologia dos antirretrovirais: mecanismos de ação das principais classes de antirretrovirais (inibidores de transcriptase reversa, protease, integrase e entrada/fusão), sua farmacocinética e farmacodinâmica, e as estratégias terapêuticas combinadas. Também devem ser abordados os desafios atuais, como resistência, a adesão ao tratamento e as coinfecções. A análise aborda a interação entre os antirretrovirais e a resposta imunológica, bem como suas implicações para a farmacologia da infecção pelo HIV.
16. Farmacologia Integrativa do Envelhecimento: considerar os processos fisiológicos de variação normal do envelhecimento e as alterações patológicas associadas. O enfoque está na compreensão de como a farmacologia pode modular mecanismos celulares e sistêmicos envolvidos na perda progressiva da homeostase com a idade. Inclui a avaliação dos efeitos da polifarmácia no sistema.
17. Farmacologia da Regeneração Tecidual: fármacos e moléculas sinalizadoras na promoção da neurogênese, da angiogênese e da cicatrização. Deve-se enfatizar como a farmacologia pode ser aplicada para estimular processos regenerativos em diferentes tecidos e como tais estratégias se inserem em contextos fisiológicos e patológicos.
18. Farmacologia do Sono e da Regulação dos Ritmos Biológicos: impacto dos fármacos sobre o ciclo circadiano, os distúrbios do sono e a cronofarmacologia, abordando também sua influência nos processos de aprendizagem e de memória. A análise deve integrar aspectos neurobiológicos e clínicos, destacando como a farmacologia pode modular ritmos biológicos em condições de adaptação e de disfunção.
19. Farmacologia da Nanomedicina: aplicação da nanotecnologia no direcionamento inteligente de fármacos, com ênfase em suas implicações na farmacocinética e na farmacodinâmica. Inclui-se a discussão sobre como as nanomedicinas podem aumentar a eficácia terapêutica, reduzir os efeitos adversos e abrir novas perspectivas em áreas como a oncologia e as doenças neurodegenerativas e inflamatórias.
20. Biomarcadores Translacionais na Farmacologia: papel dos biomarcadores na farmacologia translacional, destacando a integração de dados ômicos (genômicos, metabolômicos, proteômicos) na descoberta de novos alvos farmacológicos. A ênfase está em como os biomarcadores permitem prever respostas individuais, monitorar eficácia terapêutica e personalizar tratamentos.
21. Farmacologia de Precisão e Medicina Personalizada: aplicação da farmacogenômica, da farmacocinética integrativa e da nanotecnologia para otimizar terapias individualizadas. O enfoque está na transição da farmacologia tradicional para uma abordagem de medicina personalizada, capaz de ajustar os tratamentos com base nas características genéticas, metabólicas e ambientais do paciente.

O concurso será regido pelos princípios constitucionais, notadamente o da impessoalidade, bem como pelo disposto no Estatuto e no Regimento Geral da Universidade de São Paulo e no Regimento do Instituto de Ciências Biomédicas, assim como, visando às boas práticas acadêmicas, o Instituto de Ciências Biomédicas apoia a DORA – Declaration on Responsible Research Assessment, da qual a Universidade de São Paulo é signatária, e cujos princípios enunciados estão disponíveis em seu website. O ICB recomenda a observação da DORA em todos os seus processos seletivos.

1. Os pedidos de inscrição deverão ser feitos, exclusivamente, por meio do link https://uspdigital.usp.br/gr/admissao, no período acima indicado, devendo o candidato apresentar requerimento dirigido ao Diretor do Instituto de Ciências Biomédicas, através do link https://ww3.icb.usp.br/con/editais-formularios-para-inscricao/, contendo dados pessoais e área de conhecimento (especialidade) do departamento a que concorre, anexando os seguintes documentos:

I – memorial circunstanciado, em português ou inglês, e comprovação dos trabalhos publicados, das atividades pertinentes ao concurso e de informações que permitam avaliação de seus méritos, em formato digital;

II – Prova de que possui título de Doutor, em Ciências Biomédicas ou áreas correlatas da área de Ciências Biológicas e da Saúde, outorgado pela USP, por ela reconhecido ou de validade nacional;

III – prova de quitação com o serviço militar para candidatos do sexo masculino;

IV – certidão de quitação eleitoral (que ateste estar quite) ou certidão circunstanciada emitidas pela Justiça Eleitoral há menos de 30 dias do início do período de inscrições (ATENÇÃO: não será aceita Certidão de Ações Criminais);

V – documento de identidade oficial;

VI – comprovante do pagamento da taxa de inscrição, integral ou reduzida, para os casos em que não for concedida a isenção, nos termos do item 2 do Edital;

VII – proposta de projeto de pesquisa (com limite de 20 páginas, contendo resumo, fundamentação científica, objetivos, metodologia, impacto previsto e bibliografia), em formato digital.

• 1º – Por memorial circunstanciado referido no inciso I, entende-se a apresentação de análise reflexiva sobre a formação acadêmica, as experiências pessoais de estudo, trabalhos, pesquisas, publicações e outras informações pertinentes à vida acadêmica e profissional, indicando motivações e significados.
• 2º – Elementos comprobatórios do memorial referido no inciso I, tais como maquetes, obras de arte ou outros materiais que não puderem ser digitalizados deverão ser apresentados até o último dia útil que antecede o início do concurso.
• 3º – Não serão admitidos como comprovação dos itens constantes do memorial links de Dropbox ou Google Drive ou qualquer outro remetendo a página passível de alteração pelo próprio candidato.
• 4º – Para fins do inciso II, não serão aceitas atas de defesa sem informação sobre homologação quando a concessão do título de Doutor depender dessa providência pela Instituição de Ensino emissora, ficando o candidato ciente de que a ausência de comprovação sobre tal homologação implicará o indeferimento de sua inscrição.
• 5º – Os docentes em exercício na USP serão dispensados das exigências referidas nos incisos III e IV, desde que tenham comprovado a devida quitação por ocasião de seu contrato inicial.
• 6º – Os candidatos estrangeiros serão dispensados das exigências dos incisos III e IV, devendo comprovar que se encontram em situação regular no Brasil, por ocasião da realização das provas.
• 7º – O candidato estrangeiro aprovado no concurso e indicado para o preenchimento do cargo só poderá tomar posse se apresentar visto temporário ou permanente que faculte o exercício de atividade remunerada no Brasil.
• 8º – No ato da inscrição, os candidatos com ou sem deficiência poderão informar a necessidade de recursos específicos para a realização das provas, devendo anexar laudo médico emitido há no máximo 2 (dois) anos, redigido em língua portuguesa ou acompanhado de tradução juramentada, em que conste de forma clara a necessidade de adaptação.
• 9º – É de integral responsabilidade do candidato o upload de seus documentos no campo específico indicado pelo sistema constante do link https://uspdigital.usp.br/gr/admissao, ficando o candidato ciente de que o upload de documentos em campo diverso poderá implicar o indeferimento de sua inscrição, caso reste comprometida a análise da documentação.
• 10 – É de integral responsabilidade do candidato a apresentação de seus documentos em sua inteireza (frente e verso) e em arquivo legível, ficando o candidato ciente de que, se não sanar durante o prazo de inscrições eventual irregularidade de upload de documento incompleto ou ilegível, sua inscrição será indeferida.
• 11 – Não será admitida a apresentação extemporânea de documentos pelo candidato, ainda que em grau de recurso.
• 12 – No ato da inscrição, o candidato que se autodeclarar preto, pardo ou indígena manifestará seu interesse em utilizar o sistema de pontuação diferenciada.
• 13 – Para que faça jus à bonificação a candidatos autodeclarados pretos e pardos, o candidato deverá possuir traços fenotípicos que o caracterizem como negro, de cor preta ou parda.
• 14 – A autodeclaração como preto ou pardo feita pelo candidato que manifestar seu interesse em participar da pontuação diferenciada será sujeita a confirmação por meio de banca de heteroidentificação.
• 15 – Na hipótese de não confirmação da autodeclaração de pertença racial, o candidato será eliminado do concurso e, se houver sido nomeado, ficará sujeito à anulação da sua admissão ao serviço ou emprego público, após procedimento administrativo em que lhe sejam assegurados o contraditório e a ampla defesa, sem prejuízo de outras sanções cabíveis.
• 16 – Para confirmação da autodeclaração do candidato indígena será exigido, no ato da inscrição, o Registro Administrativo de Nascimento de Indígena – Rani próprio ou, na ausência deste, o Registro Administrativo de Nascimento de Indígena – Rani de um de seus genitores.
• 17 – Situações excepcionais poderão ser avaliadas pelo Conselho de Inclusão e Pertencimento, que poderá admitir a confirmação da autodeclaração do candidato como indígena por meio de, cumulativamente, memorial e declaração de pertencimento étnico subscrita por caciques, tuxauas, lideranças indígenas de comunidades, associações e/ou organizações representativas dos povos indígenas das respectivas regiões, sob as penas da Lei.
• 18 – As normas vigentes para apresentação dos documentos referentes à autodeclaração como preto, pardo e indígena, bem como para sua confirmação, estão disponíveis no site da Secretaria Geral da USP (https://secretaria.webhostusp.sti.usp.br/?p=12343).
• 19 – Para fins do inciso III, serão aceitos os documentos listados no art. 209 do Decreto Federal nº 57.654/1966, ficando dispensados de fazê-lo os candidatos do sexo masculino que tiverem completado 45 (quarenta e cinco) anos até o dia 31 de dezembro do ano anterior ao período de abertura de inscrições.
• 20 – No momento da solicitação de inscrição, o candidato deverá assinalar a concordância com os termos que constam neste edital, bem como declarar que aceita que os seus dados pessoais, sensíveis ou não, sejam tratados e processados de forma a possibilitar a efetiva execução do concurso público, com a aplicação dos critérios de avaliação e seleção, autorizando expressamente a divulgação de seus nomes e notas, em observância aos princípios da publicidade e da transparência que regem a Administração Pública e nos termos da Lei nº 13.709/2018.
• 21 – Somente serão analisadas pela Congregação as inscrições devidamente submetidas em conformidade com os termos deste Edital.
• 22 – No ato da inscrição, o candidato poderá manifestar a intenção de realizar as provas na língua inglesa, nos termos do artigo 38, parágrafo 3º do Regimento do Instituto de Ciências Biomédicas. Os conteúdos das provas realizadas nas línguas inglesa e portuguesa serão idênticos.

2. O valor da taxa de inscrição será de R$ 192,10 (cento e noventa e dois reais e dez centavos), que corresponde a 5 UFESPs, devendo ser pago por meio de Pix, com identificação do candidato e edital correspondente. Esses dados devem ser enviados para os e-mails acadcon@icb.usp.br e academico@icb.usp.br, para que seja providenciado o código Pix para pagamento, anexando-se, no momento da finalização da inscrição, o respectivo comprovante de pagamento.

• 1º – O candidato poderá solicitar, no sistema de inscrições (link https://uspdigital.usp.br/gr/admissao), a isenção ou a redução de taxa de inscrição, nos seguintes casos:

I – Fará jus à isenção integral da taxa de inscrição o candidato que comprovar a condição de doador regular de sangue, nos termos da Lei Estadual nº 12.147, de 12 de dezembro de 2005;

II – Fará jus à redução de 50% (cinquenta por cento) do valor da inscrição, o candidato que comprovar, cumulativamente:

1. ser estudante regularmente matriculado em curso pré-vestibular ou curso superior, em nível de graduação ou pós-graduação;
2. perceber remuneração mensal inferior a 2 (dois) salários-mínimos ou estar desempregado.

• 2º – Para fins da isenção prevista no inciso I do parágrafo 1º, o candidato deverá anexar, no sistema de inscrições, no período de 25 a 26 de março, o(s) comprovante(s) de doação de sangue não inferior a 3 (três) vezes em um período de 12 (doze) meses anteriores ao término do período de solicitação de isenção, emitido(s) em papel timbrado com data, assinatura e carimbo da entidade coletora oficial ou credenciada pelo Poder Público;
• 3º – Para fins da redução prevista no inciso II do parágrafo 1º, o candidato deverá anexar, no sistema de inscrições, no período de 25 a 26 de março, os seguintes documentos:

prova de que está matriculado em curso pré-vestibular ou curso superior (graduação ou pós-graduação); e

comprovante de renda ou declaração, por escrito, da condição de desempregado, contendo seu nome completo, número do CPF, data e assinatura.

• 4º – Os pedidos de isenção e redução de taxa serão analisados administrativamente e o resultado será divulgado, no sistema de inscrições, no dia 03 de abril.
• 5º – No caso de indeferimento, o candidato poderá apresentar, diretamente no sistema de inscrições, pedido de reconsideração, no prazo de 06 a 07 de abril.
• 6º – O resultado dos eventuais pedidos de reconsideração será divulgado no dia 09 de abril, no sistema de inscrições.
• 7º – O resultado final dos pedidos de isenção e redução de taxa será publicado no Diário Oficial do Estado.
• 8º – Não haverá restituição parcial ou integral dos valores pagos a título de taxa de inscrição nas situações de exclusiva responsabilidade do candidato.
• 9º – Ressalvada a hipótese de isenção prevista no § 1º, a ausência de compensação bancária do valor da taxa de inscrição, na forma indicada e dentro do prazo de inscrições, implicará o cancelamento automático da inscrição.
• 10 – É de responsabilidade do candidato verificar a efetivação do pagamento dentro dos prazos estabelecidos, não se responsabilizando a Universidade por falhas bancárias, agendamentos não processados ou quaisquer outros impedimentos à compensação.

3. As inscrições serão julgadas pela Congregação do Instituto de Ciências Biomédicas, em seu aspecto formal, no prazo máximo de 90 (noventa) dias após o fim do período de inscrição, publicando-se a decisão no Diário Oficial do Estado no prazo de 5 (cinco) dias úteis.

• 1º – O concurso deverá realizar-se no prazo de trinta a cento e vinte dias, a contar da data da publicação no Diário Oficial do Estado da aprovação das inscrições, de acordo com o artigo 134 do Regimento Geral da USP.
• 2º – A convocação para as provas será publicada no Diário Oficial do Estado no mínimo 5 (cinco) dias úteis antes de sua realização.

4. O concurso será realizado segundo critérios objetivos, em duas fases, por meio de atribuição de notas em provas, assim divididas:

• 1º – A convocação dos inscritos para a realização das provas será publicada no Diário Oficial do Estado.
• 2º – Será eliminado do presente certame, sem prejuízo de eventuais sanções legais cabíveis, o candidato que, a qualquer tempo:

1. a) chegar após o horário estabelecido para o início dos trabalhos do concurso ou de qualquer uma das provas, inclusive para o sorteio de ponto, se houver;
2. b) deixar de comparecer quando solicitada sua presença nas fases do concurso ou se ausentar das provas sem autorização da Comissão Julgadora;
3. c) efetuar, nos documentos de prova que exija o anonimato da autoria, qualquer sinal, marca, rubrica, anotação ou assinatura que permita sua identificação;
4. d) adotar comportamento inadequado ou que venha a tumultuar a realização das provas ou de quaisquer outras etapas do certame, perturbando a ordem dos trabalhos por meio de manifestações verbais ou conduta incompatível com a lisura e a tranquilidade do ambiente;
5. e) portar arma de fogo no local de realização das provas, ainda que possua autorização legal para o respectivo porte, ressalvados os casos excepcionais previstos em lei e expressamente autorizados pela Comissão Julgadora.

• 3º – Na avaliação das provas pela comissão julgadora, será considerada a finalidade externada para a criação da vaga (concessão do claro docente) à qual se destina o presente concurso, disponível no anexo ao presente edital.

5. À prova escrita aplicam-se as seguintes normas:

I – com exceção do presidente da Comissão Julgadora, que deverá estar presente no local do concurso junto aos candidatos, os demais examinadores poderão participar à distância nesta prova;

II – a Comissão Julgadora se reunirá, por no máximo 60 (sessenta) minutos a contar da data e horário previstos em edital para o início da prova, para organizar uma lista de dez pontos, com base no programa do concurso, e dela dará conhecimento aos candidatos;

III – será sorteado um ponto para a elaboração da prova, iniciando-se a realização imediatamente;

IV – durante os sessenta minutos iniciais, será permitida a consulta a livros, periódicos e outros documentos bibliográficos;

V – finalizado o período de consulta, as anotações efetuadas em papel rubricado pelo Presidente da Comissão Julgadora poderão ser utilizadas para a realização da prova, que terá o prazo máximo de 4 (quatro) horas;

VI – as anotações deverão ser anexadas ao texto final;

VII – cada prova será avaliada individualmente por cada um dos membros da Comissão Julgadora, com a indicação sucinta dos motivos de sua avaliação, assegurado o anonimato da autoria durante o processo de correção.

• 1º – O candidato poderá propor a substituição de pontos, imediatamente após tomar conhecimento de seus enunciados, se entender que não pertencem ao programa do concurso, cabendo à comissão julgadora decidir, de plano, sobre a procedência da alegação.
• 2º – Se houver participação de examinadores à distância, a reunião da Comissão Julgadora será suspensa por 30 (trinta) minutos, caso verificado problema técnico que impeça a adequada participação de qualquer examinador.
• 3º – Ultrapassado o prazo previsto no § 2º, sem que o problema técnico tenha sido resolvido, o concurso será suspenso, cabendo ao presidente da Comissão Julgadora definir e publicizar o horário de sua retomada.
• 4º – Todas as ocorrências deverão ser registradas no relatório final.
• 5º – Deverá ser utilizado sistema eletrônico seguro adotado pela Universidade nas atividades do concurso que exijam a reunião da Comissão Julgadora em sessão secreta.

6. Ao término da apreciação da prova eliminatória, cada candidato terá de cada examinador uma nota final, observada a eventual aplicação da pontuação diferenciada nos termos do item 10 deste Edital.

• 1º – As notas serão divulgadas em sessão pública pela Comissão Julgadora.
• 2º – Serão considerados habilitados para a 2ª fase os candidatos que obtiverem, da maioria dos membros da Comissão Julgadora, nota da fase eliminatória mínima 7 (sete).

7. O julgamento do memorial, expresso mediante nota global, incluindo arguição e avaliação, deverá refletir o mérito do candidato.

• 1º – No julgamento do memorial, a comissão apreciará:

I – produção científica, literária, filosófica ou artística;

II – atividade didática universitária;

III – atividades relacionadas à prestação de serviços à comunidade;

IV – atividades profissionais ou outras, quando for o caso;

V – diplomas e outras dignidades universitárias.

• 2º – Finda a arguição de todos os candidatos, a Comissão Julgadora se reunirá em sessão secreta, ocasião em que cada examinador elaborará parecer escrito circunstanciado sobre os memoriais de cada candidato e conferirá as notas respectivas.

8. A prova didática será pública, com a duração mínima de quarenta e máxima de sessenta minutos, e versará sobre o programa da área de conhecimento previsto neste Edital.

I – o candidato escolherá o tema com base no programa do concurso;

II – o candidato poderá utilizar o material didático que julgar necessário;

III – quando atingido o 60º (sexagésimo) minuto de prova, a Comissão Julgadora deverá interromper o candidato;

IV – se a exposição do candidato encerrar-se aquém do 40º (quadragésimo) minuto de prova, deverão os examinadores conferir nota zero ao candidato na respectiva prova.

V – ao final da apresentação, os membros da Comissão Julgadora poderão solicitar esclarecimentos ao candidato, não podendo o tempo máximo, entre perguntas e respostas, exceder 06 (seis) minutos por examinador ou 30 (trinta) minutos no total;

VI – As notas da prova didática serão atribuídas após o término das provas de todos os candidatos.

Parágrafo único – A pertinência do tema em relação ao programa do concurso será considerada pela Comissão Julgadora na atribuição da nota.

9. Ao término da apreciação das provas, cada candidato terá de cada examinador uma nota final que será a média ponderada das notas por ele conferidas nas duas fases, observados os pesos mencionados no item IV e a eventual aplicação da pontuação diferenciada nos termos do item 10 deste edital.
10. Aplicar-se-á pontuação diferenciada aos candidatos pretos, pardos e indígenas, nos termos ora especificados.

• 1º – A fórmula de cálculo da pontuação diferenciada a ser atribuída a pretos, pardos e indígenas, em todas as fases do concurso público é:

PD = (MCA – MCPPI) / MCPPI

Onde:

– PD é a pontuação diferenciada, calculada por examinador, a ser acrescida às notas, em cada fase do concurso público, de todos os candidatos pretos, pardos ou indígenas que manifestaram interesse em participar da pontuação diferenciada.

– MCA é a pontuação média da concorrência ampla entre todos candidatos que pontuaram, excluindo-se os inabilitados, ou seja, os que não obtiveram, da maioria dos examinadores, nota final mínima 7 (sete). Entende-se por “ampla concorrência” todos os candidatos que pontuaram e que não se declararam como pretos, pardos ou indígenas e aqueles que, tendo se declarado pretos, pardos ou indígenas, optaram por não participar da pontuação diferenciada.

– MCPPI é a pontuação média da concorrência PPI entre todos candidatos que pontuaram, excluindo-se os inabilitados.

• 2º – A fórmula para aplicação da pontuação diferenciada às notas finais de pretos, pardos e indígenas em cada fase do concurso público é:

NFCPPI = (1 + PD) * NSCPPI

Onde:

– NFCPPI é a nota final na fase do concurso público, após a aplicação da pontuação diferenciada e que gerará a classificação do candidato na etapa do concurso público, limitada à nota máxima prevista em edital. Ao término da fase de concurso público, a nota final passa a ser considerada a nota simples do candidato.

– NSCPPI é a nota simples do candidato beneficiário, sobre a qual será aplicada a pontuação diferenciada.

• 3º – Os cálculos a que se referem os §§ 1º e 2º deste item devem considerar duas casas decimais e frações maiores ou iguais a 0,5 (cinco décimos) devem ser arredondadas para o número inteiro subsequente.
• 4º – A pontuação diferenciada (PD) prevista neste item aplica-se a todos os beneficiários habilitados, ou seja, aos que tenham atingido o desempenho mínimo estabelecido no edital do certame, considerada, para este último fim, a nota simples.
• 5º – Na inexistência de candidatos beneficiários da pontuação diferenciada entre os habilitados, não será calculada a pontuação diferenciada.
• 6º – A pontuação diferenciada não será aplicada quando, na fórmula de cálculo da pontuação diferenciada (PD), a MCPPI (pontuação média da concorrência PPI) for maior que a MCA (pontuação média da concorrência ampla).

11. As notas das provas poderão variar de zero a dez, com aproximação até a primeira casa decimal.
12. O resultado do concurso será proclamado pela comissão julgadora imediatamente após seu término, em sessão pública.
13. Serão considerados habilitados os candidatos que obtiverem, da maioria dos examinadores, nota final mínima 7 (sete).
14. A indicação dos candidatos será feita por examinador, segundo as maiores notas por ele conferidas e, no caso de empate, o examinador fará o desempate motivando sua decisão.
15. Será proposto para nomeação o candidato que obtiver o maior número de indicações da comissão julgadora.

Parágrafo único – O empate nas indicações será decidido pela Comissão Julgadora de acordo com a maior média geral obtida e, persistindo o empate, esta realizará o desempate motivando sua decisão.

16. O relatório da Comissão Julgadora deverá ser apreciado pela Congregação, para fins de homologação, após exame formal, no prazo máximo de 90 (noventa) dias.

Parágrafo único – A decisão da Congregação e o relatório da Comissão Julgadora deverão ser publicados no prazo de 5 (cinco) dias úteis.

17. Caberá recurso, no prazo de 10 (dez) dias, contados da data da publicação do respectivo ato no Diário Oficial do Estado, sob pena de preclusão, nas seguintes hipóteses:

I – decisão da Congregação que constituir a Comissão Julgadora;

II – apreciação das inscrições pela Congregação, no que tange aos requisitos formais;

III – homologação do relatório final da Comissão Julgadora pela Congregação.

• 1º – A avaliação de mérito dos candidatos é atribuição exclusiva e indelegável da Comissão Julgadora, não cabendo às instâncias recursais sua reanálise, mas tão somente a verificação da legalidade e regularidade do processo avaliativo.
• 2º – Os recursos interpostos com fundamento no inciso I deste item, após apreciação da Congregação, somente terão prosseguimento para as instâncias superiores após eventual homologação pela Congregação do relatório final do certame.
• 3º – No processamento dos recursos interpostos com fundamento no inciso III deste artigo, será garantida ao candidato indicado a faculdade de manifestação, em sede de contrarrazões, no prazo de 10 (dez) dias contados de sua intimação para tanto.

18. A posse do candidato indicado ficará sujeita à aprovação em exame médico realizado pelo Departamento de Perícias Médicas do Estado – DPME, nos termos do Artigo 47, VI, da Lei nº 10.261/68.
19. A nomeação do docente aprovado no concurso, assim como as demais providências decorrentes serão regidas pelos termos da Resolução USP nº 7271 de 2016.
20. O docente em RDIDP deverá manter vínculo empregatício exclusivo com a USP, nos termos do artigo 197 do Regimento Geral da USP.
21. O concurso terá validade imediata e será proposto para nomeação somente o candidato indicado para o cargo posto em concurso.
22. O candidato será convocado para posse pelo Diário Oficial do Estado.

 ANEXO I – Plano Individualizado

 

O Departamento de Farmacologia do ICB-USP possui 20 docentes que atuam na formação de recursos humanos altamente qualificados, sempre atrelada à pesquisa científica na fronteira do conhecimento em Farmacologia, com inserção em atividades de extensão e com vistas à geração de inovação tecnológica. Para a presente vaga RDIDP, visamos a contratação de um docente com uma visão integrativa da farmacologia, que compreenda a doença não como um problema isolado, mas como uma questão multifacetada, levando em consideração as complexas interações entre genoma, moléculas, células, sistemas biológicos e comportamentos que geram a doença, além das respostas geradas pelos fármacos. O candidato deverá possuir uma visão ampla das redes de sinalização que conectam diferentes níveis biológicos e como essas interações influenciam a saúde e a doença, integrando a farmacologia dos diversos sistemas biológicos e a farmacologia com outras áreas do conhecimento, como fisiologia, imunologia, ciências morfológicas, modelos biológicos e saúde pública.

Objetivo Geral da Contratação do Docente

O docente contratado deverá desenvolver pesquisa em Farmacologia integrativa, básica e/ou translacional, utilizando uma combinação de modelos animais, células, organoides, métodos alternativos ao uso de animais e/ou abordagens computacionais, com ênfase em soluções inovadoras para condições complexas e multidimensionais. Espera-se que o docente contribua para a formação de novos paradigmas em Farmacologia, promovendo a colaboração inter e multidisciplinar, para a formação de pessoas com visão integrada dos sistemas biológicos, fortalecendo, com isso, os objetivos do Programa de Pós-graduação em Biologia Funcional e Molecular, para a inovação dentro da instituição e para o avanço da farmacologia moderna. O projeto acadêmico do docente deverá estar alinhado ao projeto acadêmico do Farmacologia do Departamento.

Ensino – Metas

Curto prazo: ministrar disciplinas obrigatórias de Farmacologia para cursos de graduação, orientar alunos em estágios laboratoriais e iniciação científica, priorizar o aprimoramento pedagógico, participar e coordenar disciplinas de pós-graduação. Médio prazo: desenvolver métodos pedagógicos inovadores, criar disciplinas optativas, coordenar disciplinas de graduação e pós-graduação. Longo prazo:  adotar métodos inovadores de ensino, atrair alunos estrangeiros, fortalecer convênios de dupla titulação e cotutela.  Indicadores: Número de disciplinas ministradas, avaliação do docente, alunos orientados, metodologias e materiais didáticos implementados.

Pesquisa e Inovação – Metas

Curto prazo: Consolidar grupo de pesquisa, desenvolver projetos independentes com financiamento, credenciar-se no Programa de Pós-Graduação. Médio prazo: Coordenar laboratório de pesquisa, orientar doutorandos, manter fluxo contínuo de publicações e captar recursos. Longo prazo: Liderar linha de pesquisa consolidada, supervisionar pós-doutorandos, obter captação regular de recursos, estabelecer colaborações, incluindo internacionais e participar de projetos de grande porte. Indicadores: publicações com discente, recursos captados, alunos orientados, parcerias nacionais e internacionais estabelecidas.

Cultura e Extensão – Metas

Curto prazo

Desenvolver ou integrar atividades de cultura e extensão existentes. Médio prazo: Coordenar atividades extensionistas curriculares, organizar eventos científicos na área, criar programas de extensão relacionados farmacologia integrativa. Longo prazo: Consolidar programas extensionistas com impacto social. Indicadores: atividades coordenadas, público alcançado, integração de alunos.

Curto, médio e longo prazos

Indicar as partes interessadas pelo impacto, tais como formação de recursos humanos, relação com a sociedade, impacto tecnológico, nucleação de novas áreas de pesquisa e novas ideias, etc. Este perfil de contratação trará impacto transformador ao integrar diferentes níveis biológicos e áreas do conhecimento, superando a visão fragmentada da farmacologia tradicional.

Curto prazo

Fortalecimento do corpo docente do Departamento de Farmacologia com expertise em farmacologia integrativa, ampliação da visão multidimensional da doença e das respostas farmacológicas nas disciplinas de graduação e pós-graduação, estabelecimento de novos modelos experimentais e abordagens metodológicas integrativas.  Médio Prazo: Consolidação de uma linha de pesquisa em farmacologia integrativa que combine múltiplas abordagens (modelo animal, celular, organoides e métodos computacionais), aumento na captação de recursos, implementação de métodos pedagógicos inovadores que incorporem a visão sistêmica da farmacologia, criação de programas extensionistas que apliquem a visão integrativa da farmacologia a problemas de saúde pública, contribuição para novos paradigmas no ensino e pesquisa em farmacologia moderna. OPENING OF APPLICATIONS FOR THE PUBLIC COMPETITION OF TITLES AND EXAMINATIONS AIMING AT THE FILLING OF 1 POSITION OF PROFESSOR DOUTOR (Assistant Professor equivalent) IN THE DEPARTMENT OF FARMACOLOGY OF THE INSTITUTE OF BIOMEDICAL SCIENCES OF THE UNIVERSITY OF SÃO PAULO.

The Dean of the Institute of Biomedical Sciences of the University of São Paulo hereby makes public to all interested parties that, in accordance with the decision taken by the Congregation ( highest deliberative body of the Unit) in ordinary session held on February 25, 2026, applications will be open, for a period of 90 days, beginning at 08:00 a.m. (Brasília time) on March 20, 2026 and ending at 5:00 p.m. (Brasília time) on June 17, 2026, for the public competition of titles and examinations for the filling of 1 position of Professor Doutor, MS-3 reference, under the Exclusive Dedication Regime (RDIDP), position nº 1263374, with salary of R$ 16,353.01 (sixteen thousand, three hundred and fifty-three reais and one cent), reference month: May 2025, at the Department of Farmacology, in the area of knowledge Integrative Pharmacology, pursuant to Article 125 of the General Regulations of USP, and the respective program that follows:

1. Fundamentals of Pharmacokinetics in Homeostasis and Disease: Analysis of changes in pharmacokinetic processes — routes of administration, absorption, distribution, biotransformation, and excretion of drugs — within the context of physiological variation (expected adaptive mechanisms) and pathological alterations (when normal limits are exceeded, indicating dysfunction or disease), modulating pharmacokinetics and impacting therapeutic response.
2. Pharmacodynamics and Molecular Pharmacology in Biological Networks: Dynamics of interaction between drugs and their receptors, understood not as an isolated linear effect, but within the context of interconnected molecular and cellular networks. Exploration of molecular mechanisms of drug action, drug-receptor interactions, cellular and tissue outcomes, as well as off-target effects. The analysis contemplates both physiological variation (adaptive and compensatory processes) and pathological alterations (where such mechanisms fail).
3. Pharmacological Modulation of Parasympathetic Nervous System Activity: Pharmacology of parasympathetic cholinergic transmission across different systems. Discussion covers normal and adaptive physiological variation as well as pathological conditions that compromise or exacerbate parasympathetic function.
4. Pharmacological Modulation of the Sympathetic/Adrenergic System: Interfaces with stress, metabolism, and inflammation. Adrenergic pharmacology applied to the sympathetic nervous system. Focus on how drugs modulating adrenergic receptors influence homeostasis and adaptive adjustments to environmental challenges and pathological dysfunctions (e.g., hypertension, heart failure, metabolic, and inflammatory disorders).
5. Pharmacology of Hypertension Treatment: Neurovascular and Renal Integration: Mechanisms of action of antihypertensive drugs within the integrative axes regulating blood pressure, including the ANS, the Renin-Angiotensin-Aldosterone System (RAAS), and central/peripheral neural control circuits.
6. Pharmacology of Diabetes Treatment and Systemic Complications: Mechanisms of action of antidiabetic drugs and their integrative repercussions on glucose and lipid metabolism, the cardiovascular system, and chronic inflammatory processes. Emphasis on systemic complication management beyond glycemic control.
7. Pharmacology of Non-Steroidal Anti-Inflammatory Drugs (NSAIDs) in Biological Networks: Pharmacology of NSAIDs, including COX-1/COX-2 selectivity, systemic functional effects, and associated risks (gastrointestinal, renal, cardiovascular, and gestational). Analysis of how prostaglandin inhibition impacts multiple interconnected physiological axes.
8. Pharmacology of the Digestive System and the Gut-Brain Axis: Pharmacology of drugs regulating gastrointestinal motility and secretion, as well as their potential neuroimmune and behavioral implications in physiological and pathological contexts.
9. Pharmacology of Opioid Analgesics: From Pain Modulation to Respiratory Suppression: Opioid action in central and peripheral mechanisms, including pain modulation, respiratory suppression risks, and interaction with autonomic circuits. Discussion of tolerance, dependence, and neurobiological adaptation.
10. Anxiolytics and Hypnotics: Integrative Mechanisms in Sleep and Anxiety Control: Emphasis on GABAergic and serotonergic mechanisms and neuronal excitability modulators. Interaction with CNS arousal and inhibition systems within physiological homeostasis and pathological alterations.
11. Pharmacology of Antidepressants: Mood Regulation and Neuroplasticity: Mechanisms of action in the context of monoaminergic modulation, exploring interaction with stress axes, neurogenesis, inflammation, and behavior. Focus on how these drugs influence neural plasticity.
12. Antineoplastics: Mechanisms of Action and Systemic Toxicity: Pharmacology of cytotoxic chemotherapy, targeted therapies, and immunotherapies. Impact on organ homeostasis and profiles of systemic toxicity resulting from treatment.
13. Antibacterial Pharmacology: Pharmacological Action and Microbiome Impact: Classes of antibacterials, mechanisms of action, bacterial resistance, and rational use. Emphasis on the impact on the human microbiome and the consequences of dysbiosis for systemic homeostasis.
14. Pharmacology of Antivirals: Action and Therapeutic Targets: Mechanisms and resistance in acute and chronic viral infections. Integration between antiviral pharmacology and the innate and adaptive immune response.
15. Pharmacology of Antiretrovirals: Mechanisms of action (reverse transcriptase, protease, integrase, and entry/fusion inhibitors), pharmacokinetics, and combined antiretroviral therapy (cART). Challenges such as resistance, adherence, and co-infections.
16. Integrative Pharmacology of Aging: Physiological processes of normal aging and associated pathological changes. Understanding how pharmacology can modulate cellular mechanisms involved in the progressive loss of homeostasis with age (polypharmacy evaluation).
17. Pharmacology of Tissue Regeneration: Drugs and signaling molecules promoting neurogenesis, angiogenesis, and wound healing. Application of pharmacology to stimulate regenerative processes in physiological and pathological contexts.
18. Pharmacology of Sleep and Circadian Rhythm Regulation: Impact of drugs on the circadian cycle, sleep disorders, and chronopharmacology, including influence on learning and memory processes.
19. Pharmacology of Nanomedicine: Application of nanotechnology for smart drug targeting, emphasizing implications for pharmacokinetics and pharmacodynamics to increase efficacy and reduce adverse effects.
20. Translational Biomarkers in Pharmacology: Role of biomarkers in translational pharmacology, integrating omic data (genomics, metabolomics, proteomics) in the discovery of new pharmacological targets and personalized treatment.
21. Precision Pharmacology and Personalized Medicine: Application of pharmacogenomics, integrative pharmacokinetics, and nanotechnology to optimize individualized therapies based on genetic, metabolic, and environmental characteristics.

The competition shall be governed by constitutional principles, notably that of impersonality, as well as by the provisions of the Statute and the General Regulations of the University of São Paulo and the Regulations of the Institute of Biomedical Sciences; moreover, aiming at good academic practices, the Institute of Biomedical Sciences supports DORA – Declaration on Responsible Research Assessment, of which the University of São Paulo is a signatory, and whose stated principles are available on its website. The ICB recommends observing DORA in all of its selection processes.

1. The application requests shall be made exclusively through the link https://uspdigital.usp.br/gr/admissao, in the period indicated above, and the candidate shall submit an application addressed to the Director of the Institute of Biomedical Sciences, through the link https://ww3.icb.usp.br/con/editais-formularios-para-inscricao/, containing personal data and the area of knowledge (speciality) of the department for which they are applying, attaching the following documents:

I – a detailed memorial, in Portuguese or English, and proof of the published works, of activities relevant to the competition and of information that allows evaluation of their merits, in digital format;

II – Proof of a Doctoral Degree (PhD) in Biomedical Sciences or related fields within Biological and Health Sciences, awarded by USP, recognized by it, or with national validity.;

III – proof of compliance with military service for male candidates;

IV – electoral compliance certificate (that attests that they are in good standing) or a detailed certificate issued by the Electoral Court less than 30 days before the start of the application period (ATTENTION: Criminal Actions Certificate will not be accepted);

V – official identity document;

VI – proof of payment of the application fee, full or reduced, for cases in which exemption is not granted, pursuant to item 2 of this Public Notice;

VII – research project proposal (up to 15 pages, containing abstract, scientific basis, objectives, methodology, predicted impact and bibliography), in digital format.

• 1º – By the detailed memorial referred to in item I, it is understood that the presentation of a reflective analysis on academic training, personal experiences of study, work, research, publications and other information relevant to academic and professional life, indicating motivations and meanings.
• 2 – Supporting elements of the memorial referred to in item I, such as models, works of art or other materials that cannot be digitised, shall be presented up to the last business day preceding the start of the competition.
• 3 – Links from Dropbox or Google Drive, or any other link referring to a page subject to alteration by the candidate themselves, will not be admitted as proof of the items contained in the memorial.
• 4 – For purposes of item II, defence minutes without information on homologation shall not be accepted when the granting of the PhD title depends on such homologation by the issuing educational institution, and the candidate is aware that the absence of proof of such homologation will result in denial of their application.
• 5 – Faculty members currently employed at USP shall be exempt from the requirements set forth in items III and IV, provided that they have proven proper compliance at the time of their initial contract.
• 6 – Foreign candidates shall be exempt from the requirements of items III and IV and shall prove that they are in a regular situation in Brazil at the time the examinations are held.
• 7 – The foreign candidate approved in the competition and indicated to fill the position may only take office if they present a temporary or permanent visa that allows the exercise of remunerated activity in Brazil.
• 8 – At the time of application, candidates, with or without disability, may inform the need for specific resources for the taking of examinations, and must attach a medical report issued no more than 2 (two) years prior, written in Portuguese or accompanied by sworn translation, in which the need for adaptation is clearly stated.

• 15 – In the event of non-confirmation of the self-declaration of racial belonging, the candidate shall be eliminated from the competition and, if they have been appointed, shall be subject to annulment of their admission to public service or employment, after an administrative procedure in which adversarial proceedings and full defence are ensured, without prejudice to other applicable sanctions.
• 16 – For confirmation of the self-declaration of the Indigenous candidate, at the time of application, their own Administrative Registry of Indigenous Birth – Rani will be required, or, in its absence, the Rani of one of their parents.
• 17 – Exceptional situations may be evaluated by the Council of Inclusion and Belonging, which may admit confirmation of the candidate’s self-declaration as Indigenous by means of a memorial and, cumulatively, an ethnic belonging declaration signed by chiefs, tuxauas, Indigenous leaders of communities, associations and/or representative organizations of the Indigenous peoples of the respective regions, under penalty of law.
• 18 – The rules in force for the presentation of documents relating to self-declaration as Black, Brown and Indigenous, as well as for their confirmation, are available on the website of the USP Secretary-General (https://secretaria.webhostusp.sti.usp.br/?p=12343).
• 19 – For purposes of item III, the documents listed in Article 209 of Federal Decree no. 57,654/1966 shall be accepted, and male candidates who have turned 45 (forty-five) years of age by December 31 of the year prior to the period of opening of applications are exempt from doing so.
• 20 – At the time of application request, the candidate must indicate agreement with the terms contained in this Public Notice, as well as declare that they accept that their personal data, sensitive or not, be processed and handled in a way that enables the effective execution of the public competition, with the application of evaluation and selection criteria, expressly authorizing the publication of their names and grades, in observance of the principles of publicity and transparency that govern Public Administration and pursuant to Law no. 13.709/2018.
• 21 – Only applications duly submitted in compliance with the terms of this Public Notice shall be analysed by the Congregation.
• 22 – At the time of application, the candidate may express the intention to take the examinations in the English language, pursuant to Article 38, paragraph 3 of the Regulations of the Institute of Biomedical Sciences. The contents of examinations conducted in English and Portuguese shall be identical.

2. The application fee amount will be R$ 192.10 (one hundred and ninety-two reais and ten cents), which corresponds to 5 UFESPs, and must be paid via Pix, identifying the candidate and the corresponding notice. This information must be sent to the emails acadcon@icb.usp.br and academico@icb.usp.br so that the Pix code for payment can be provided, attaching the respective proof of payment at the time of application.

• 1º – Candidates may request, through the application system (link: https://uspdigital.usp.br/gr/admissao), an exemption or reduction of the application fee in the following cases:

I – Full exemption from the application fee shall be granted to the candidate who proves the condition of regular blood donor, pursuant to State Law no. 12,147, of December 12, 2005;

II – A reduction of 50% (fifty per cent) of the application amount shall be granted to the candidate who cumulatively proves:

1. to be a student regularly enrolled in a pre-university preparatory course or higher education course, at an undergraduate or graduate level;
2. to receive monthly remuneration lower than 2 (two) minimum wages or to be unemployed.

• 2º – For purposes of the exemption provided in item I of paragraph 1, the candidate shall attach, in the application system, in the period from March 25 to 26, the proof(s) of blood donation not fewer than 3 (three) times in a period of 12 (twelve) months prior to the end of the exemption request period, issued on letterhead with date, signature and stamp of the official collecting entity or accredited by the Public Power;
• 3º – For purposes of the reduction provided in item II of paragraph 1, the candidate shall attach, in the application system, in the period from March 25 to 26, the following documents:

1. proof that they are enrolled in a pre-university preparatory course or higher education course (undergraduate or graduate); and
2. proof of income or a written declaration of unemployed condition, containing full name, CPF number, date and signature.

• 4º – Requests for exemption and reduction of fee will be analysed administratively, and the result will be published in the application system on April 03.
• 5º – In the case of denial, the candidate may submit, directly in the application system, a request for reconsideration, within the period from April 06 to 07.
• 6º – The result of any requests for reconsideration will be published on April 09, in the application system.
• 7º – The final result of requests for exemption and reduction of fee will be published in the Diário Oficial do Estado de São Paulo.
• 8º – There will be no restitution, partial or total, of the amounts paid as an application fee in situations of exclusive responsibility of the candidate.
• 9º – Except for the exemption hypothesis provided in § 1, the absence of bank settlement of the application fee amount, in the indicated form and within the application period, will result in automatic cancellation of the application.
• 10 – It is the candidate’s responsibility to verify the effective payment within the established deadlines, and the University is not responsible for banking failures, unprocessed scheduling, or any other impediments to settlement.

3. Applications will be judged by the Congregation of the Institute of Biomedical Sciences, as to their formal aspects, within a maximum period of 90 (ninety) days after the end of the application period, and the decision shall be published in the Diário Oficial do Estado de São Paulo within 5 (five) business days.

• 1º – The competition must be held within thirty to one hundred and twenty days, counting from the date of publication in the Diário Oficial do Estado de São Paulo, of the approval of applications, according to Article 134 of the General Regulations of USP.
• 2º – The call/notice for the examinations will be published in the Diário Oficial do Estado de São Paulo at least 5 (five) business days before they are held.

4. The competition will be carried out according to objective criteria, in two phases, by means of assigning grades in examinations, divided as follows:

I – Phase 1 (Eliminatory) – Written Exam – Weight: 2;

II – Phase 2 – a) Evaluation of the Memorial (Academic Curriculum) with a Public Defense – Weight: 5;

1. b) Teaching Examination (Didactic Test) – Weight: 3

• 1º – The call of applicants for the taking of examinations will be published in the Diário Oficial do Estado de São Paulo.
• 2º – The candidate will be eliminated from this selection process, without prejudice to any applicable legal sanctions, who, at any time:

1. a) arrives after the time established for the beginning of the competition works or of any of the examinations, including for the drawing of the topic, if any;
2. b) fails to appear when their presence is requested in the phases of the competition or leaves the examinations without authorisation by the Examining Committee;
3. c) makes, in examination documents that require anonymity of authorship, any sign, mark, initials, note or signature that allows their identification;
4. d) adopts inappropriate behaviour or that may disturb the taking of examinations or any other stages of the process, disturbing the order of the works by means of verbal manifestations or conduct incompatible with the probity and tranquillity of the environment;
5. e) carries a firearm at the location where the examinations are held, even if they have legal authorisation for carrying, except for exceptional cases provided by law and expressly authorised by the Examining Committee.

• 3º – In the evaluation of the examinations by the Examining Committee, the purpose stated for the creation of the position (granting of the faculty slot) for which this contest is intended, available in the annex to this notice, shall be considered.

5. The following rules apply to the written exam:

I – With the exception of the President of the Examining Committee, who must be present at the competition venue along with the candidates, the other examiners may participate remotely in this test;

II – The Examining Committee will meet for a maximum of 60 (sixty) minutes from the date and time stipulated in the notice for the start of the test, to organize a list of ten points, based on the competition syllabus, and will inform the candidates of this list;

III – A point will be drawn for the preparation of the test, and the test will begin immediately;

IV – During the initial sixty minutes, consultation of books, periodicals and other bibliographic documents will be permitted;

V – After the consultation period, the notes made on paper initialed by the President of the Examining Committee may be used for the test, which will have a maximum time limit of 4 (four) hours;

VI – The notes must be attached to the final text;

VII – Each piece of work will be evaluated individually by each member of the Examining Committee, with a brief indication of the reasons for their evaluation, ensuring the anonymity of the author during the correction process.

• 1 – Candidates may propose the substitution of points immediately after becoming aware of their statements, if they believe that they do not belong to the competition’s syllabus, and the Examining Committee will decide immediately on the validity of the claim.
• 2 – If examiners participate remotely, the Examining Committee meeting will be suspended for 30 (thirty) minutes if a technical problem is found that prevents the adequate participation of any examiner.
• 3 – If the deadline stipulated in § 2 is exceeded without the technical problem being resolved, the competition will be suspended, and the president of the Examining Committee will define and publicize the time of its resumption.
• 4 – All occurrences must be recorded in the final report.
• 5 – A secure electronic system adopted by the University must be used in competition activities that require the Examining Committee to meet in a closed session.

6. At the end of the appraisal of the eliminatory examination, each candidate will have, from each examiner, a final grade, observing the possible application of differentiated scoring, pursuant to items 10 or 11 of this Public Notice.

• 1º – The grades will be announced in public session by the Examining Committee.
• 2º – Candidates who obtain, from the majority of the members of the Examining Committee, a minimum grade of 7 (seven) in the eliminatory phase will be considered qualified for the 2nd phase.

7. The evaluation of the memorial, expressed by means of an overall grade, including the oral examination and the evaluation, must reflect the candidate’s merit.

• 1º – In the evaluation of the memorial, the Committee will appraise:

I – scientific, literary, philosophical or artistic production;

II – university teaching activity;

III – activities related to the provision of services to the community;

IV – professional activities or others, where applicable;

V – diplomas and other university distinctions.

• 2º – Once the oral examination of all candidates is finished, the Examining Committee will meet in closed session, on which occasion each examiner will prepare a written and reasoned opinion on the memorials of each candidate and will assign the respective grades.

8. The didactic examination will be public, with a minimum duration of forty and a maximum of sixty minutes, and will address the program of the area of knowledge provided in this Public Notice.

I – the candidate will choose the theme based on the competition program;

II – the candidate may use the teaching material they deem necessary;

III – when the 60th (sixtieth) minute of the examination is reached, the Examining Committee must interrupt the candidate;

IV – if the candidate’s presentation ends before the 40th (fortieth) minute of the examination, the examiners must assign a grade of zero to the candidate in the respective examination.

V – at the end of the presentation, the members of the Examining Committee may request clarifications from the candidate, and the maximum time, between questions and answers, may not exceed 06 (six) minutes per examiner or 30 (thirty) minutes in total;

VI – The grades of the didactic examination will be assigned after the end of the examinations of all candidates.

Sole paragraph – The pertinence of the theme in relation to the competition program will be considered by the Examining Committee in assigning the grade.

9. At the end of the appraisal of the examinations, each candidate will have, from each examiner, a final grade, which will be the weighted average of the grades assigned by them in the two phases, observing the weights mentioned in item IV and the possible application of differentiated scoring, pursuant to item 10 of this Public Notice.
10. Differentiated scoring will be applied to Black, Brown and Indigenous candidates, in the terms specified herein.

• 1 – The formula for the calculation of the differentiated scoring to be attributed to Black, Brown and Indigenous candidates, in all phases of the public competition is:

PD = (MCA – MCPPI) / MCPPI

Where

– PD is the differentiated scoring, calculated per examiner, to be added to the grades of each phase of the public competition, of all Black, Brown or Indigenous candidates who manifested interest in participating in the differentiated scoring.

– MCA is the mean score of open competition among all candidates who scored, excluding those not qualified, i.e., those who did not obtain, from the majority of examiners, a minimum final grade of 7 (seven). “Open competition” is understood to mean all candidates who scored and did not declare themselves Black, Brown, or Indigenous, as well as those who, having declared themselves Black, Brown, or Indigenous, opted not to participate in differentiated scoring.

– MCPPI is the mean score of the PPI competition among all candidates who scored, excluding those not qualified.

• 2 – The formula for applying differentiated scoring to the final grades of Black, Brown and Indigenous candidates in each phase of the public competition is:

NFCPPI = (1 + PD) * NSCPPI

Where:

– NFCPPI is the final grade in the phase of the public competition after application of differentiated scoring, which will generate the candidate’s ranking in the stage of the public competition, limited to the maximum grade provided in the public notice. At the end of the public competition phase, the final grade becomes the candidate’s simple grade.

– NSCPPI is the simple grade of the beneficiary candidate, on which differentiated scoring will be applied.

• 3 – The calculations referred to in §§ 1 and 2 of this item must consider two decimal places, and fractions greater than or equal to 0.5 (five tenths) must be rounded up to the next integer.
• 4 – The differentiated scoring (PD) provided in this item applies to all qualified beneficiaries, i.e., those who have achieved the minimum performance established in the public notice of the selection, considering, for this purpose, the simple grade.
• 5 – In the absence of beneficiary candidates of differentiated scoring among the qualified, differentiated scoring will not be calculated.
• 6 – Differentiated scoring will not be applied when, in the formula for calculation of differentiated scoring (PD), MCPPI (mean score of the PPI competition) is greater than MCA (mean score of the open competition).

11. The grades of the examinations may range from 0 to 10, with approximation up to the first decimal place.
12. The result of the competition will be proclaimed by the Examining Committee, immediately after its end, in public session.
13. Candidates who obtain a final grade of at least 7 (seven) from the majority of examiners will be considered qualified.
14. Candidates who obtain, from the majority of examiners, a minimum final grade of 7 (seven) will be considered qualified.
15. The indication of candidates will be made by the examiner, based on the highest grades they assign and, in case of a tie, the examiner will break the tie, providing reasons for their decision.

Sole paragraph – A tie in indications will be decided by the Examining Committee according to the highest overall mean obtained and, if the tie persists, it will break the tie, providing reasons for its decision.

16. The report of the Examining Committee must be reviewed by the Congregation for approval, after formal examination, within a maximum period of 90 (ninety) days.

Sole paragraph – The Congregation’s decision and the Examining Committee’s report must be published within 5 (five) working days.

17. An appeal may be filed within 10 (ten) days from the date of publication of the respective act in the Diário Oficial do Estado de São Paulo, under penalty of preclusion, in the following cases:

I – decision of the Congregation that constitutes the Examining Committee;

II – appraisal of applications by the Congregation, regarding the formal requirements;

III – homologation of the final report of the Examining Committee by the Congregation.

• 1 – The merit evaluation of candidates is the exclusive and non-delegable attribution of the Examining Committee, and it is not for the appeal instances to reanalyse it, but only to verify the legality and regularity of the evaluative process.
• 2 – Appeals filed based on item I of this item, after appraisal by the Congregation, will only proceed to higher instances after eventual homologation, by the Congregation, of the final report of the selection.
• 3 – In the processing of appeals filed based on item III of this article, the indicated candidate will be ensured the possibility of presenting arguments, within 10 (ten) days counted from their notification for such purpose.

18. The taking of office of the indicated candidate will be subject to approval in a medical examination carried out by the State Department of Medical Expertise – DPME, pursuant to Article 47, VI, of Law no. 10.261/68.
19. The appointment of the faculty member approved in the competition, as well as other measures resulting therefrom, will be governed by the terms of Resolution nº 7271 of 2016.
20. The faculty member under RDIDP must maintain an exclusive employment bond with USP, pursuant to Article 197 of the General Regulations of USP.
21. The competition shall have immediate validity, and only the candidate indicated for the position placed in competition will be proposed for appointment.
22. The candidate will be summoned for taking office by the Diário Oficial do Estado de São Paulo.

ANNEX I – Individualized Plan

 

The Department of Pharmacology at ICB-USP consists of 20 faculty members dedicated to training highly qualified human resources, always linked to scientific research at the frontier of pharmacological knowledge, with active involvement in outreach (extension) activities and a focus on generating technological innovation. For this full-time tenure-track position (RDIDP), we aim to hire a faculty member with an integrative view of pharmacology. This professional should understand disease not as an isolated problem, but as a multifaceted issue, considering the complex interactions between the genome, molecules, cells, biological systems, and behaviors that generate disease, as well as the responses generated by drugs. The candidate must possess a broad vision of the signaling networks that connect different biological levels and how these interactions influence health and disease, integrating the pharmacology of diverse biological systems with other areas of knowledge such as physiology, immunology, morphological sciences, biological models, and public health.

General Objective of the Faculty Hiring

The hired faculty member shall develop research in integrative, basic, and/or translational pharmacology, utilizing a combination of animal models, cells, organoids, alternative methods to animal use, and/or computational approaches, with an emphasis on innovative solutions for complex and multidimensional conditions. The faculty member is expected to contribute to the formation of new paradigms in Pharmacology, promoting inter- and multidisciplinary collaboration to train individuals with an integrated view of biological systems. This will strengthen the goals of the Graduate Program in Functional and Molecular Biology, foster innovation within the institution, and advance modern pharmacology. The faculty member’s academic project must be aligned with the Academic Project of the Department of Pharmacology.

Teaching – Goals

Short term: Teach mandatory Pharmacology courses for undergraduate programs, supervise students in laboratory internships and undergraduate research (Scientific Initiation), prioritize pedagogical improvement, and participate in or coordinate graduate courses. Medium term: Develop innovative pedagogical methods, create elective courses, and coordinate undergraduate and graduate disciplines. Long term: Adopt innovative teaching methods, attract international students, and strengthen dual-degree and co-tutelle agreements. Indicators: Number of courses taught, faculty evaluations, number of students supervised, and implemented methodologies/teaching materials.

Research and Innovation – Goals

Short term: Consolidate a research group, develop independent projects with funding, and obtain accreditation in the Graduate Program. Medium term: Coordinate a research laboratory, supervise doctoral students, maintain a continuous flow of publications, and secure external funding. Long term: Lead a consolidated line of research, supervise post-doctoral fellows, maintain regular funding, and establish national and international collaborations, including participation in large-scale projects. Indicators: Publications with students, funds raised, students supervised, and established national/international partnerships.

Culture and Extension (Outreach) – Goals

Short term: Develop or integrate existing culture and extension activities. Medium term: Coordinate curricular extension activities, organize scientific events in the field, and create extension programs related to integrative pharmacology.
